The law is the set of rules that we live by. The Constitution is the highest law, and it belongs to all Americans. The Constitution says how the government works. The Constitution lists some rules to follow. Everyone must follow these rules. The Constitution went into effect on March 4, 1789 and starts with "We the People of the United States."
