Read:

The United States has 50 states.  Most states are divided into smaller parts, called counties.  There are 39 counties in Washington State.  Counties have their own small governments.  Every county has a county seat.  The county seat is the city or town where people can do things like get a marriage certificate or go to court.  Counties have libraries, courts, and public health services.  There are county roads, jails, and police officers paid for by county taxes.  Some examples of counties and county seats in Washington are Seattle in King County, Spokane in Spokane County, and Prosser in Benton County.
